Bill Janis (VA-12) Voting Record: Yes for In State Tuition for Illegals and Yes to Expanded Gun Free Zones

How Bill Janis Became Waffle Willie

Bill Janis has made his 10 year voting record a centerpiece of his campaign. He makes all sorts of claims, but when you dig deep and look at his Committee Votes along with his floor votes, a pattern emerges. And one that most voters will be shocked to know.

One of the games that our elected representatives like to play is the old shell game. When the Speaker wants a tax hike or gun restrictions, or sometimes it is just the entire Republican deception machine, they play a little game in the committees. So how does one get a tax hike or gun restrictions through a committee that is stacked with Republicans claiming to be Conservatives?

In the modern day lives of most Virginia families, we simply don’t have time to micro-analyze what goes on in the General Assembly. We are too busy with life. So we elect people that promise to reflect our views. And in most of Virginia, lower taxes, gun rights, judicious use of our tax money are some of the most important issues we face. And the makeup of the House of Delegates is often reflective of this.

But the shenanigans that go on in the Committee Rooms would astound most Virginians.

For instance, we covered the saga of Bill “Waffle Willie” Janis who voted to table (kill) a Mark Warner tax hike in committee. Four Republican Delegates were then asked to skip the committee meeting the next day. Speaker Howell admitted to making the request as did at least one other Delegate. And the next committee meeting resurrected the tax hike and thanks to the absence (by request) of 4 Republicans that had voted against the tax hike the previous day, the bill was passed in Committee. The Virginian Pilot knew the whip count. There were enough Republicans that would join the 35 Democrats and the bill had the support to pass. And pass it did. Bill “Waffle Willie” Janis said he stayed home to make waffles for his son. But his absence allowed the bill to go to the floor where passage was assured. (Read this story here.)

So when the tax hike came to the floor, Waffle Willie voted against it and claims he never raised taxes. But his failure to show up at the committee meeting has cost Virginian’s $4.5 Billion since that vote. His absence facilitated the tax hike. He may say he has never voted to raise taxes, and that may be technically true. But he allowed taxes to be raised on his watch.

He didn’t have our backs.

And that is not the only time Janis has done less than he was elected to do.

Bill Janis Votes for Lower Tuition for Illegals

Most Virginians are not in favor of allowing in state (subsidized) tuition for people in the state illegally. A child born in North Carolina must pay higher – out of state tuition – to attend school in Virginia. However, in 2003 Delegate Janis voted to reward illegal aliens with lower tuition and continue to punish legal Americans with higher tuition.

Here is the HB2339 bill summary:

In-state tuition for aliens. Provides that an alien who is unlawfully present in the United States, and therefore ineligible to establish domicile pursuant to § 23-7.4, shall not be eligible on the basis of residency within Virginia for any post-secondary educational benefit, including in-state tuition, unless citizens or nationals of the United States are eligible for such benefits in no less an amount, duration, and scope, without regard to whether such citizens or nationals are Virginia residents.

What this is essentially saying is that illegal aliens may not receiver lower tuition than that offered to any legal American. In other words, if someone from North Carolina applied to a Virginia school, they would receive the same tuition rate as that offered to illegal aliens. So the bill did not require that illegals pay more, it required that tuition be equal for anyone not a legal resident of Virginia. It treated illegals the same as any non Virginia resident.

So a “Yea” vote was a vote to treat all non Virginia residents the same. As non Virginia Residents.

Here are the results of the House floor vote:

Illegal TuitionSo Janis voted to allow illegal aliens to continue to receive taxpayer subsidized tuition while punishing legal Americans who were legal residents of another state.

Is that Conservative? Do you want your tax dollars helping people who ignore our laws to benefit at your expense? Bill Janis thinks so.

Janis Votes to Expand Gun Free Zones

Bill Janis received the endorsement of the NRA and he has been crowing like a rooster about it after the Virginia Citizens Defense League, the VCDL, shunned Janis in favor of his primary opponent Vince Haley.

The NRA is a fine organization but they tend to look only at floor votes and not the details of the Committee votes. The VCDL is far more thorough. They are not fooled by the shell game our Representatives play. And as we have seen, Bill Janis knows how to play the game. And his Committee antics are something to watch.

In 2004, then Senator Ken Stolle, now Sheriff of Virginia Beach and 2nd largest donor to his sister’s campaign in this race, proposed a bill to expand gun free zones in Virginia. And this was another case of Bill Janis shenanigans in committee.

Here is the summary of Senate Bill 660 from 2004:

 

1. That the Code of Virginia is amended by adding a section numbered 18.2-287.01 as follows:

§ 18.2-287.01. Carrying weapon in air carrier airport terminal.

It shall be unlawful for any person to possess or transport into any air carrier airport terminal in the Commonwealth any (i) gun or other weapon designed or intended to propel a missile or projectile of any kind, (ii) frame, receiver, muffler, silencer, missile, projectile or ammunition designed for use with a dangerous weapon, and (iii) any other dangerous weapon, including explosives, tasers, stun weapons and those weapons specified in subsection A of §18.2-308. Any such weapon shall be subject to seizure by a law-enforcement officer. A violation of this section is punishable as a Class 1 misdemeanor. Any weapon possessed or transported in violation of this section shall be forfeited to the Commonwealth and disposed of as provided in subsection A of § 18.2-308.

The provisions of this section shall not apply to any police officer, sheriff, law-enforcement agent or official, or game warden, or conservator of the peace employed by the air carrier airport, nor shall the provisions of this section apply to any passenger of an airline who, to the extent otherwise permitted by law, transports a lawful firearm, weapon, or ammunition into or out of an air carrier airport terminal for the sole purposes, respectively, of (i) presenting such firearm, weapon, or ammunition to U.S. Customs agents in advance of an international flight, in order to comply with federal law, (ii) checking such firearm, weapon, or ammunition with his luggage, or (iii) retrieving such firearm, weapon, or ammunition from the baggage claim area.

Any other statute, rule, regulation, or ordinance specifically addressing the possession or transportation of weapons in any airport in the Commonwealth shall be invalid, and this section shall control.


(Note – this was the substitute bill that was introduced in the House on March 5, 2004)

It was already illegal to go through security with a weapon. This did not change that at all. Who this bill effects are those picking up and dropping off passengers mostly. And we all know that gun free zones make attractive targets because those seeking to do harm know that they don’t have to worry about the average person in the area. This type of restriction serves only to make it safer for criminals to kill. And we all know they will ignore any restrictions.

So if you have a weapon under this bill, you must leave it in your car or wait outside.

So why would a pro second amendment “Conservative” vote for this restriction on our rights?

Well, to be accurate, Bill Janis was for this bill before he was against it.

In yet another Committee vote, Janis showed an anti gun attitude when he voted to approve the expansion of gun free zones.

And this appears to be another bill that had the support of enough Republicans and Democrats on the floor to pass if it could only get out of committee. And Bill Janis helped get the bill out of committee and onto the floor where is passed 52-44. Inexplicably Bill Janis voted against the bill on the floor.

And this is how you fool the NRA – but not the VCDL.

And here is the final bill that forces those of us who carry to wait outside of the Airport. Without Bill Janis’ and his “conservative” buddies support in Committee, this bill would not have passed.

Perhaps “Slick Willie Waffle” is a better nickname for Janis.
