Local (HA) Government Report: Does this pass the Smell test?

Update 4/20/2014A comment below claims that expenses for Kelly-Wiecek were not paid by Hanover County. In the interest of accuracy and fairness, I have sent a Freedom of Information Act request to the Treasurer of Hanover County requesting copies of all expense reports for Kelly-Wiecek. This post will be updated if / when the information is provided to Virginia Right!. – Editor

Does this pass the smell test?

160 local civic leaders taking part in trip to Tampa, Fla.

•Hanover Officials cannot afford a 2-cent tax cut, BUT

•Take an all-expense paid trip on the taxpayer’s dime

•Estimated cost $2,000 per person.

•Hanover sent 4 representatives. Sean Davis (Henry District), Angela Kelly-Wiecek (Chickahominy District), Ed Via (Ashland District), and County Administrator Rhu Harris

Smell Test #1: “Of the 160 who traveled to Tampa, about 17 are government officials.”

Hanover sent 25% of the total government representatives to this meeting. Why so many? City of Richmond sent 4 (same as little old Hanover). The big hitters, Henrico and Chesterfield, sent 2 each. Goochland and New Kent sent 1 each.

Smell Test #2: “The goal of the visits is to get a close-up look at what other cities are doing and see if any of those best practices can be brought back with the long-term goal of improving the Richmond region.”

How many times have citizens of Hanover been told that we have the best people running our county and they deserve all those big salaries because they are doing things right? Then, why does Hanover need this out-of-state field trip? Looks like the folks in Tampa should be studying the Hanover Way.

Smell Test #3: Did anybody know about this little excursion to sunny Tampa, Florida beforehand?

Were any Freedom of Information rules broken by not disclosing this activity where 3 Board of Supervisors and the County Administrator were present?


Hanover Board of Supervisors approved the 2014-2015 budget on April 9, 2014.

Budget increases over 5%.

Surplus money left sitting around in the County’s coffers. What do you think should be done with this surplus money?

    I seem to recall last year getting advice to remain civil with elected officials. 150 years ago we would have put them on the back of a horse and a rope around their necks.

    In the private sector where we actually try to be prudent with expenses we have been using “Go to Meeting” for about 7 years now.

    Perhaps someone might introduce this novel concept to the Hanover “Windbag Brigade”

    Thank you for your indepth reporting about the inter city visit to Tampa. I agree that Hanover County needs to be mindful of how funds are spent for out of state travel. It is my understanding that Angela Kelly’s expenses for the trip were paid partly by the Richmond Regional Planning District Commission where she serves as Chair and the other part of the cost was directly out of her pocket. Hanover County DID NOT pay any part of her trip as you claim.

    I wanted to point this out, since Hanover is a fiscally prudent county and in the case of Angela, Hanover did not spend anything for her trip as you state in your blog. Please get the facts on how everyones trip was paid for and reblog with accurate facts.
