Interesting developments in New York’s 23rd. It seems the vote has not yet been certified, and Independent Hoffman, the Conservative candidate, is closing in.
A re-canvassing of the votes shows some voting districts actually have more votes for Hoffman. The 5,335 vote advantage for Democrat Owens i snow down to just 3,000.
And there are 10,000 absentee votes yet to be counted.

I have no doubt that Owens will retain the lead, but it still begs the question:
Can you technically swear in a member of Congress before their state board of election has certified the result? I mean TECHNICALLY Bob McDonnell is not yet Governor-elect as the SBE has not certified the results (you’ll still see it as ‘unofficial’). Interesting stuff.
