It is with a heavy heart that I announce that Col. Frank S. Duling, Jr. has passed away.
Frank was the long time chief of the Richmond Police and has been in failing health for some time. His family has worked hard to make his last days as comfortable as possible.
Frank’s brother, Ricky Duling known as Sgt. Santa preceded him in death.
Frank was a truly great man that was a positive force on everyone that he met. I have yet to meet anyone that served with Chief Duling and gave him less than glowing comments.
Frank and my late Grandfather were first cousins and I have known him all my life. I last saw him at a family reunion a year or so back and was fortunate that he had a fairly lucid day that day and I was able to have a good conversation with him. Besides his failing health, Alzheimer’s took a toll on him in his final years.
My thoughts and prayers are with Frank, although I am sure he is already in heaven. But mostly, my prayers are with his daughter Vanessa Duling who has devoted her life to caring for her Dad, as has the entire family.
