This is a wonderful development! My legal article, still seeking publication in a law journal, claiming that ICLEI membership is unconstitutional as local invasion of the exclusive Federal power to conduct foreign policy, was cited by my hero Hal Shurtleff before a legislative committee in the Granite State!
Last year there was a bill – HB 1634 – was introduced in New Hampshire that would directly ban ICLEI. It passed the NH House but failed in the state senate.
Hal Shurtleff asked me for the okay to use my article explaining why ICLEI is unconstitutional. I was honored to give it. Here is the You Tube of the hearing. Under your reasoning, are all ICELI agreements valid were Congress to OK each locality’s involvement (unlikely, but Article 1 Sec. 10 does say it’s only unconstitutional without congressional authorization)
