THE CARROLL COUNTY REVOLUTION – PART II

Carroll County (MD) Commissioner Richard Rothschild will have a town meeting March 9 from 6 to 7:30pm at K&B Family Restaurant at 142 Church Street in New Windsor.  RSVP at 410.386.2400.

Rothschild has a newsletter called Inside the Boardroom and the latest edition is here.  Some highlights are a reduction of the Commission’s cabinet from 13 to 8 secretaries with a savings of $400,000 annually:

The new commissioners’ office with FIVE commissioners will cost approximately $150,000 a year less to operate than was being spent by the prior administration.   The new organizational structure will save another $250,000 a year for total actual year over year savings in excess of $400,000 a year.  This total does NOT include benefits savings.

Rothschild reports on the fuzzy math so often employed in government:

So…speaking of saving, I was at MACO, the Maryland Association of Counties, and learned the NEW MATH of Government:   One of the governor’s budget secretaries gave a very impressive presentation on the cuts made by the State.  The presentation indicated $6.6Billion in accumulated budget cuts and 4700 positions abolished.   So I’m thinking to myself “Wow… great job Mr. Governor.”   However, I noticed a key slide seemed to be missing from the presentation, so I asked the secretary,  “In light of these cuts, can I safely assume that total FY2012 spending will be less that total FY2011 spending?”  She responded, “No, the budget for 2012 is 3% higher.”

Commissioner Rothschild is right; this is not a real savings.  The light of truth is slowly being shined on government; this is a Prague Spring for Carroll County.  Let’s hope and pray it will last longer than the first Prague Spring!

One more thing:  Carroll County has $330 million in bonds either issued or authorized.  This causes $35 million in interest to be paid every year.  The commissioners this year reduced the authorized bonds from $22 million to $16 million, thus saving $6 million in debt.  With spending cuts and paying down existing debt, this saved the county $12,000,000.00!

I realize that all these zeros and finances are not very sexy but saving the taxpayers millions will be sexy in a place most can identify with:  In the wallet!

I hope those among my readers in the Carroll County area will go March 9 and tell Commissioner Rothschild “Thank you”!
