It is pretty much a given that President Obama is embarrassed by the 46 Gold Medals the US Athletes are bringing home.
And in Obama’s mind, since the athletes didn’t build the swimming pools they competed and trained in, or the tracks on which they competed and trained, they didn’t really win those medals.
Someone else did that.
