Democratic Candidate for Governor seems to have a theory. All state revenue defaults to Education, therefore, any money spent elsewhere is a reduction in Education spending. It does not really matter how important the non Educational expenditures are. Republican Candidate Bob McDonnell’s plans to use revenue above predictions, which is not earmarked for Education, for Transportation somehow takes money from Education. The strange thing is, Deeds seems to forget that School Buses need safe roads to transport kids to school.
