I had an email exchange with Robert Cox at Talk of the Sound and I am satisfied that Westchester County is indeed OUT of ICLEI.  While there is at least one municipality in ICLEI within Westchester County, it is a community of nearly 950,000 persons OUT of ICLEI.  I plan to find out more on [...]
