Coburn, McConnell Demand Unemployment Benefits Be Paid For

A month after Sen. Bunning asked Democrats to pay for extending unemployment benefits and was voted down, here we are again.  Democrats again waited to the last minute before looking to extend benefits that expire at the end of this month.

Earlier today, Sen. McConnell offered a bill to extend benefits that was fully paid for by using unspent stimulus dollars. Senate Democrats voted the bill down on a party-line vote this afternoon.  Seeing that, Sen. Coburn decided he wasn’t going to let them simply shove through another extension that adds to the deficit. And this is where we find ourselves:

Coburn, McConnell Tie Up Unemployment Benefits; Negotiations Continue

Senate Democrats and Republicans launched a last-minute round of negotiations over a new short-term unemployment insurance bill after Minority Leader Mitch McConnell (R-Ky.) and Sen. Tom Coburn (R-Okla.) used procedural tactics to block Democrats’ one-month extension Thursday afternoon.

By filing cloture on the motion to proceed on the GOP’s fully paid-for version of the extension, McConnell essentially leapfrogged a version that is not fully offset, which is favored by Democrats.

In response, Senate Majority Leader Harry Reid (D-Nev.) and Democrats voted to table the GOP version of the bill even as the two sides continued to negotiate.

Although the move threatened to ignite another filibuster of unemployment benefits similar to one undertaken by Sen. Jim Bunning (R-Ky.) earlier this year, aides on both sides of the aisle cautioned talks were ongoing and that a deal could still be worked out.

The impasse touched off a round of negotiations between McConnell, Coburn, Reid and other Democrats.

According to a Democratic aide familiar with the situation, senior aides were scrambling to draft a host of potential compromises ranging from a much shorter extension to finding a mechanism to pay for the legislation that Democrats support.
