My post on industrial hemp caused a minor furor – I had said that if Dels. Peace, Fowler and Adams were for it I would take a chance. Tom White heard from the delegate’s office on hemp.
So I heard about HB 1666 directly from the delegate himself. He was explaining how it works. Here it is from his email to me and thousands of other people:
At this writing, we are fully into the Committee “process” and legislation will be arriving on the House floor for consideration. I am happy to report that one of my bills, HB 1666, has been reported out of the House Courts of Justice Criminal Law subcommittee by a 11-0 vote. This legislation amends the statute that provides for the restoration of the right to own and possess a firearm. The bill should be heard in full Committee soon.
And here is the Virginia Citizens’ Defense League’s take on the Fowler bill:
HB 1666, Delegate Fowler, fixes an inequity in Virginia law where someone who has had their civil rights restored for a crime committed in Virginia cannot get their gun rights restored if they don't live in Virginia any more.
I like this bill because it deals with guns and decriminalization. It also overrules a recent Virginia Supreme Court case (Commonwealth v. Leone) that disallowed a petition for restoration of gun rights because the petitioner had moved to North Carolina. You can’t prevent a person from access to courts.
More Buddy Fowler: He is in deed a co-patron of the industrial hemp bill. And Buddy also has introduced a proposed state constitutional amendment (HJR 502) that would allocate transportation funds for transportation and only for transportation. I like this too.
It is good to see Hanover has several excellent representatives. Glad to help you out, Del. Fowler. He has my support in this coming election. And a shout out to DHA, too!
