Grover Norquist of Americans for Tax Reform Endorses Susan Stimpson
Nation’s Top Taxpayer Advocate Backs Susan Stimpson’s Proven Tax-Cutting Record
Falmouth, VA – Susan Stimpson, candidate for Delegate in Virginia’s 28th House District, has received the endorsement of Grover Norquist, of Americans for Tax Reform*.

Responding to Grover’s endorsement, Susan said, “I am proud to have received the endorsement of one of America’s top advocates for the interests of taxpayers. This key endorsement is a reflection of both my proven record of cutting taxes in Stafford County, as well as my campaign’s focus on bringing much-needed tax relief to Virginia’s overburdened families and small businesses. Grover Norquist has recognized the value of my plan to cut taxes on our citizens and repeal Bill Howell’s 2013 tax hike which punishes lower and middle class families while squandering our money.”

Stimpson continued, “After 28 years in office, my opponent, Bill Howell, has a legacy of huge tax hikes.  Instead of using his leadership over Republican super-majorities in the House to advance a conservative agenda of tax cuts and spending cuts, he has consistently used his majority to advance a tax and spend agenda.  Instead of governing as a conservative, Bill Howell worked with Democrats to engineer the three largest tax hikes in Virginia’s history. Virginians have watched their state budget double in the last decade yet traffic has gotten worse.  Special interests and pet projects receive priority while Virginia’s families struggle and it’s still not enough money for Richmond politicians.  I look forward to advancing a conservative agenda that eliminates sweetheart tax deals for special interests and redirects savings and surplus funds into tax relief for Virginia’s middle class families and small businesses.”

Stimpson concluded, “Republicans face a clear choice on taxes and spending when they go to the polls on June 9th. I am confident voters in Stafford County and Fredericksburg will choose my proven record of cutting taxes and passing fiscally responsible budgets over Bill Howell’s nearly three decade long career of fueling runaway government spending with one tax hike after another.”

Grover’s full statement is as follows:

“In signing the Taxpayer Protection Pledge, Susan Stimpson has demonstrated that she understands the problems of hardworking taxpayers in Virginia. Her written commitment to Virginia voters helps differentiate her candidacy from that of her opponent, Speaker Bill Howell.

Speaker Howell is a serial tax-hiker. Ever since he took the helm as the top ranking Republican in Richmond in 2003, Howell has been a major force behind every major tax hike in Virginia.

Under Democrat Governor Mark Warner in 2004, Bill Howell could have prevented a $615 million tax hike. Instead, he convinced Republicans who opposed the tax to take a hike, allowing the vote to proceed and eventually be signed into law.

The Speaker was even more involved in tax hikes in 2007 under Democrat Governor Tim Kaine. Howell sponsored legislation that raised taxes and fees by $500 million and authorized regional tax hikes amounting to more than $600 million annually. The Supreme Court struck down the regional tax hikes as unconstitutional.

Speaker Howell’s involvement in both of these tax hikes allowed Kaine and Warner to run for U.S. Senate campaigning as moderates who could work across the aisle with Republicans. Thanks largely to Bill Howell, Mark Warner and Tim Kaine are now U.S. Senators.

Bill Howell wasn’t done. In 2013, Howell sponsored the largest tax hike in Virginia history. He raised the sales tax, property taxes, hotel taxes, hybrid vehicle taxes, and the gas tax all for special spending projects like light rail in Northern Virginia.

Howell embodies the type of politician who raises taxes instead of reforming government. For more than a decade, he has caved to special interests by raising taxes instead of using a Republican majority to benefit Virginia taxpayers and small businesses with a pro-growth and limited government agenda.

That is why I am proud to endorse Susan Stimpson in her bid to defeat Bill Howell in Virginia House District 28.”
